According to the late Serbian astrologer Nikola Stojanovic’s research, the meaning of the 17th degree in astrology is that it carries all the domains of the Zodiac Sign Leo. The 5th and the 29th degree too are the Leo degrees.
The main domains of the Zodiac Sign Leo are kingdom, having and creating your own kingdom, self-expression, creativity, having fun, hobbies, restaurants, coffee shops, sunny places, hot places, being the king or the Queen, being a leader, luxury, elite people, high-society, anything shiny and bright, gold, being in the spotlight, center stage position, being on stage, pride, self-confidence.

Moon is the significator of the mother and/or primary caretaker of the person. When the Moon is at the 17th degree in any Zodiac Sign, it has additional Leo qualities as the 17th degree is the Leo degree. In other words, the mother of the native might be literally a Leo-born woman, or she has Leo qualities. Such as she might have a dominating personality or a leadership role at the workplace. Or she is a celebrity or a well-known person.
Besides being the significator of the mother, Moon shows the ideal home environment of the person too. If it is located at the 17th degree, the person is better off living in a capital or in a neighborhood where the elite lives, the richest and most glamorous people are. These people aim to live in a glamorous place, or in a luxurious home. Or in a sunny place, where others go for a holiday.

Venus in the female chart talks about the feminine energy of the person, how she feels feminine, and how she values herself. The way she bonds with loved ones, how she gets attached, the way she shows affection, what she spends money on, her style and fashion preference, and all the other Venusian domains.

Nope, it is 17th degree. make sure that your time of birth is accurate, not only the hour and minute but the seconds too.
